DEM DONOR ADDED TO HHS ‘MOST WANTED FUGITIVES’ LIST

The Department of Health and Human Services added a high-dollar Democratic donor to its list of most-wanted fugitives on Friday in connection with a widespread scheme of alleged Medicare and Medicaid fraud.

Dr. Yousef Kurdy owned and operated a California business called the Broadway Medical Center. He was arrested on charges of fraud, aggravated identity theft, aiding and abetting, criminal forfeiture, tax evasion, and violations of anti-kickback laws in January of 2012.

According to investigators, Kurdy fraudulently billed Medicare and Medi-Cal, California’s state Medicaid agency, over $150,000 for fictional patient visits.

“Investigators believe that Kurdy billed for office visits on dates that he was out of town, was attending continuing medical education classes, the patients were out of town, or the patients were deceased,” HHS inspector general said.

Obamacare pre-existing conditions deadline delayed

The White House delayed another Obamacare deadline late Tuesday, pushing back by more than a month when those with pre-existing conditions must enroll in new health plans.

The administration had already delayed the Pre-Existing Conditions Insurance Plan (PCIP), which was designed to help those with serious medical conditions transition to Obamacare coverage.

Department of Health and Human Services officials, though, said they needed more time to make sure those patients received insurance coverage, pushing the expected Jan. 31 deadline back to March 15.

An American public already reeling from the catastrophic rollout of ObamaCare will more than likely be hearing an unfamiliar term being bandied about in the new year. “Risk corridor” refers to a provision in the law that allows the government to “stabilize” premium costs for insurance companies during the first three years of the healthcare rollout.

If insurance companies’ “target” costs for providing healthcare have been miscalculated, the Department of Health and Human Services (HHS) will intercede on their behalf. Syndicated columnist Charles Krauthammer illuminates the nature of that intercession. “The insurers understand that they’re going to be completely ruined,” Krauthammer explains. “And what’s going to happen as a result of this? There’s only one way out, a huge government bailout of the insurers is waiting at the end of next year.” More accurately, it will be a taxpayer-funded bailout, similar to the ones given to the banks and the car companies.

Risk corridors were established to protect insurance companies that signed up too many sick people, relative to the number of healthy enrollees. They were part of a system that also included two other concepts known as “reinsurance” and “risk adjustment.”

The reinsurance part of the equation initially compensated insurance companies for enrollees whose costs exceed $60,000 per year. For 2014, that compensation is funded by a $10 billion fund, fed by a $63 tax that has been levied on all healthcare plans. And while the program collects those taxes even from large employer-sponsored plans, payouts only help to underwrite the costs of individual and small-group plans.

Potential for Abuse 'Enormous' With Massive Obamacare Database

Those worried about how much data the National Security Agency has collected on them won't like what's coming in 2014.

The Patient Protection and Affordable Care Act, popularly known as Obamacare, is building a giant database of everyone's personal information as part of its effort to run the system. The Department of Health and Human Services assures everyone that the Federal Data Services Hub will be secure, but after the IRS and NSA scandals, not everyone is convinced.

"The potential for abuse is enormous," notes Rare.com Deputy Editor James S. Robbins. He says that the massive database will include "income and financial data, family size, citizenship and immigration status, incarceration status, social security numbers, and private health information."

It will compile files on everyone in the United States and will get its information from the IRS, the Department of Homeland Security, the Department of Defense, the Veterans Administration, the Office of Personnel Management, the Social Security Administration, state Medicaid databases, and the Peace Corps.

RALEIGH, N.C. - North Carolina officials have increased their estimate of the number of people with mental illness who may have to leave adult care homes because of a conflict with the federal government over how the state pays for their care.

State officials said this week the number of facilities whose patients may have to leave has increased from 38 to 52, potentially putting more than 1,200 residents out of the facilities where they are now living.

"We're working on this constantly," said Lanier Cansler, secretary of the N.C. Department Health and Human Services. "The problem is there's no easy solution."

DHHS spokeswoman Renee McCoy also said this week that the state had missed a Sept. 1 deadline to provide a plan to federal regulators.

But Cansler clarified Wednesday that his spokeswoman was incorrect. There had never been a hard deadline to have the work done, he said.

"Originally, the feds had suggested that we try to do the assessments on these facilities by September," Cansler said. "We haven't missed any deadlines. The question was how soon could we get the assessments. We're preparing to start the assessments soon, over the next couple months."

The federal agency that oversees Medicaid notified the state earlier this year that it was in violation for using the medical program to pay for the care of people with mental illness housed in dozens of adult care homes scattered across the state.

Medicaid rules forbid payment for care in facilities where more than half of the residents have a primary diagnosis of mental illness.

Medicaid officials could respond by ordering the state to stop payment to adult care homes termed as institutes of mental disease.
