Jones to visit Havelock on Aug. 26

HAVELOCK — U.S. Rep. Walter B. Jones is scheduled to make a pair of stops in Havelock on Aug. 26.

Jones, R-Farmville, is scheduled to speak during the Havelock Chamber of Commerce Federal Update Luncheon beginning at 11:30 a.m. at the Havelock Tourist and Event Center.

Jones is expected to provide an update on issues in Washington and their impacts on the Havelock area, including updates on defense issues, budget cuts and Base Realignment and Closure that could impact Cherry Point air station and the Fleet Readiness Center East aircraft repair and maintenance facility.

Col. Blayne H. Spratlin, commanding officer of FRC East, is also scheduled to speak during the luncheon.

The cost for lunch is $15. Pre-registration is recommended.

WATCHDOG REPORT:  Havelock City Commissioners Meeting—March 25, 2013

The March meeting of the Havelock City Commissioners was held on March 25, 2013. There was a huge crowd to honor the three policemen who were recently injured, and the Girl Scout big cookie sellers. When those events ended, the place quickly cleared. It seems people of Havelock are not interested in observing their commissioners and only care about the festivities. Circuses for the masses.

The only issue of interest was the fact the city employs a lobbyist group to represent the city's role in the future of Cherry Point. However, some of the commissioners went to Washington anyway. Perhaps they don't trust the lobbyists to do their job or they just enjoy rubbing elbows with the so called powerful in our Capitol.

The next meeting is the 4th Monday in April.

As usual, the mayor observed a moment of silence rather than a prayer of any kind. CCTA may want to visit this area again sometime this year.

Several citizens spoke before the meeting, most in regard to the recreation area on Lewis Farm Rd. As a representative of CCTA I spoke on the purpose of government, asking that commissioners spend our money wisely and only on those things not provided by the private sector, in line with what the city could afford. I doubt that my presentation got much attention, other than courtesy.

The agenda item regarding applying for a PARTF grant for the Lewis Farm area was discussed. Apparently the city was gifted (or purchased for a low amount) a tract of land outside the city called Lewis Farm. This land came from the Coastal Land Trust which is a conservationist group who purchases land using donations and government money. They own over 20,000 acres of land in NC. In this case the land appears to have been purchased to protect air rights of Cherry Point and probably should not be developed for that reason. The City of Havelock wants to use this land to provide another recreation area for Havelock, particularly the west end. This is a rather small parcel of land and doesn't really meet the need as seen by the commissioners, however the price does fit into their budget. As a CCTA member I am concerned as the city will apply for a $500,000 grant from the state to build and maintain this area. According the the commissioners Havelock receives no money from the county for recreation even though about 40% of the use is by county residents. (They do pay a slightly higher fee for usage.) This is another indication of how government has overreached its authority by expecting state residents to provide funds for what is clearly a local need. This money should come from the city and county.

The other important item on the agenda was the presentation concerning the WWTP (Waste Water Treatment Plant) Expansion and Neuse Outfall Project and awarding the contracts for said project. There were two contracts awarded; one to upgrade the treatment plant and the other for the line to the Neuse River. The total expenditure is over $9M. Of course, some of this money was received from grants and loans from the Federal government, even though that was not discussed at this meeting. Water and sewer are legitimate projects for local government, but the funding is a problem for CCTA as it is not fully financed by city citizens. However, this improvement was needed to allow for development and expansion of Havelock. Hopefully some of the money will be recouped from developers and buyers of homes and businesses.

All other items on the agenda were of little or no consequence. The next city board meeting is February 25, 7 pm, and is open to the public.

Craven County Board of Commissioner Meeting- February 20, 2012

Just after the meeting was being called to order, Chairman Allen stated that the Board had prayer before the public meeting was called to order. I suggest that we do the same and announce just before the public meeting is called to order that the citizens had prayer before the public meeting was called to order.

Issues of particular interest to us-
1) The Community Development Block Grant (CDBG) public hearing was cancelled because the lots proposed to be purchased in James City had been taken off the market by the owner. The county will go back to the original plan of building the owner a house and giving it to her. I suspect, but don't know for sure, that the owner heard of the county's plan to build her a house and decided that was a good idea for her to pursue. The Assistant County Manger for Operations/Facilities stated that the State of North Carolina had indicated the appropriated grant could not be spent to buy lots and let a non-profit organization build a house on it. If that is the direction the county wants to go (and Commissioner Dacey has led the Board in that direction) they would have to request a grant for that purpose and it would be considered. The whole proceeding seemed to be dictated from a State level. When the county staff proposal to sell at lot appraised a year ago at $36,800 for $18,000 I whispered to Don Baumgardner , Planning Director, to ask why not just have it re-appraised (at a cost of $300 or so) he replied that the whole thing was being driven by the State. To me, confirming a heavy hand at State level.


2) The presentation by the Public Health Nursing Director was terrible- She presented a bunch of statistics that were challenged by the Board and the County Manager. Examples:
     a. In order to show that we have a needy county, the Director had supplied a written presentation to the commissioners not available to us mere citizens at the meeting, but is available on line. This presentation included a statement that the rate of unemployment had grown from 4% to 9% a growth of 5% since 2002 (I believe). The point is that rate of growth is more than 100% growth! Commissioner Dacey called her on that one.
     b. Commissioner Mark wanted to know why the income covered by insurance appeared to be about 90% of the total income when the Director had stated that nearly 20% of the patients were "uninsured." I never did understand her answer, but it was obviously a toe tap. The Director stated that she could not answer all these budget questions off the top of her head. In other words, she was confused too.
     c. The Director went on with her presentation and stated that in many illnesses Craven County was more afflicted than it's Peer counties. This statement was challenged by the County Manager who said that none of the "Peer" counties were in eastern North Carolina and he wondered how they were selected.
     d. The director pointed out that Craven County had more than it's share of "teen pregnancies," teens age 19 or under. Commissioner Mark pointed out we have a heavy population of Marine families and that many of them marry young and have children early (since I shop on base, I can assure you that is accurate). Well, it turns out that these perfectly legitimate children are counted in her statistics.

I ask you, could theses statistics possibly be "cooked" to make the need for social services seem great!

3) The Deputy Social Services director did a little better, but not much. She also had quite an extensive presentation but it was available for us mere citizens to watch on power point. She stated most of her case in a charming off the cuff manner. "I want that building." She had extensive renovation plans and cost estimates ($157,000 to be taken from the general fund, plus a $99,000 a year expansion of service cost). I was sitting there wondering why all the services she talked about could not be provided at the Department of Social Services (DSS) building (not that I think the services are a proper function of government) when the County Manger (trying to help her justify the renovation expense) stated that the services are now being provided at the DSS building and by moving those people out room would be provided for more DSS workers there in the DSS building when they wanted their next expansion of service which it is only a matter of time before that happens.

WOW! When will they ever learn that we taxpayers do not have bottomless pockets! Well, Commissioner Dacey asked why this could not be included in the budget process that is now getting started for the coming fiscal year. The final decision by the board was to defer action until it could be included in the budget process. This action was supported by all the commissioners except Commissioner Sampson. Unfortunately, Commissioner Dacey hastened to tell the DSS folks not to be disheartened that this action was not saying no to expanding the DSS.


4) I was mistaken in my earlier report on the agenda about the $250,000 savings in our trash and garbage handling. Commissioner Tyson pointed out in an email to me that that savings was in the Recycling program and not the door to door pickup and handling. Since letting the recycling service out for bids had saved taxpayers a quarter of a million dollars they would do the same thing for the trash pickup and handling. That was certainly a good step although opposed by Commissioners Sampson and McCabe.

5) Well, the Board of Commissioners saved the best for last. It wasn't even on the agenda, but as part of the County Attorney's report, Jimmy Hicks dropped a bombshell. He stated that he had only learned on 14 February that the county had to implement a new "International Building Code" that would affect on home building permits in North Carolina. This is required by an agreement North Carolina entered into in order to get $100,000,000 in "stimulus funds" from the Obama administration. North Carolina agreed to implement the code by 1 March 2012 without ever having seen the code. It is still not available either in hard copy or on line. Mr. Hicks suggested a course of action for the county might be to hold all applications for building permits until copies of the code became available in April or May. Another course he suggested was to get the applicants to sign a "hold harmless" agreement. None of the Commissioners thought this was practical for anyone. Commissioner Tyson (a Realtor and builder) stated that the International Code to be adopted as North Carolina's building code would add thousands of dollars to the cost of a new home and might even affect renovations, installation of HVAC systems, appliances and God knows what else (my word, not his). Mr. Hicks also suggested "reaching out" to builders, real estate agents, etc. to make them aware of the problem. Commissioner Allen, who has held an electrical contractors license for many years said they had no option but to accept the state guidance.


Raynor and I have already started work on this problem by discussing it with Representative Sanderson, Lockwood Phillips, of the talk station in Morehead City and Phil Knight, talk show host in New Bern.

It is apparent that the "International Building Code" is a part of the UN Agenda 21 program being fostered on the USA by the Obama administration. They are trying to steal and redistribute America's wealth around the world. The proponents of this strategy are trying to cluster all Americans into cramped high rise type cities (Sustainable Developments) with no autos allowed, public rail service and plenty of bicycle paths. Our land would be taken out of production by environmentalists and returned to nature. Americans would then be serfs of the government. The federal government would control our food and nearly all aspects of our lives.

One of the organizations promoting this strategy is the International City/County Management Group to which Craven County belongs.

President Bush signed the agreement (not approved by Congress) in 1992 and President Clinton accelerated US compliance with it during his administration. President Obama signed Executive Order #13575 creating the "White House Rural Council." Twenty-five cabinet secretaries serve on it and it is chaired by the Secretary of Agriculture. The Executive Order gives the Council the power to control the production of food, fiber, and energy. This Executive Order ignores Congress and acts as if the President has the power to legislate from the White House.

Mr. Stannard says that one of the best ways to combat this strategy is to volunteer for City and County Planning Boards and other boards. WE NEED VOLUNTEERS!

School Board

In today's Sun Journal there is a story that states, "So far no one has filed for Craven County Board of Elections seats up for districts one, three, five or seven, which are up for grabs this election year." According to the Superintendent's office, one is in Trent Woods, one in the western part of the county, one in James City and one in Havelock.

AGAIN, WE NEED VOLUNTEERS!

We are continuing to study the School curriculum and other school concerns of citizens, but are not ready to make any report.

The meeting last night was almost standing room only, which that alone is unheard of for a council meeting. Some of the speakers included Hal James of the Craven County Taxpayers Association, former military, former law enforcement, and weapons instructors.



One of the speakers asked the council direct questions and received only blank stares. I don't know if the council honestly did not know the answer, but the look of sheer arrogance on the face of the Mayor spoke volumes. After a few tense moments, Councilman Wolfler sheepishly responded that they did not have the answers.

It was I who asked the question: "what precipitated the need for this ordinance"? Has there been a misuse of firearms on Town property that prompted this ordinance? Councilman Wolfler sheepishly responded that they did not have the answers. (He did not know of any incident that would require the promulgation of this ordinance)

I am asking you to consider sending a short email to the Council and Mayor requesting that our 2nd Amendment rights be upheld and that the rights of permitted citizens to carry concealed on Town property not be infringed upon. We are not criminals and to use the well worn 'excuse' public safety will not stand in River Bend. The term 'CHILD' or 'SAFETY' is the Washington catch word used to regulate us to death.


There is no reason for this ordinance and the existence of this ordinance will make all of us 'less safe'.

Please, when emailing, be respectful and plan on attending the next Town Council meeting on Thursday, March 15th..

Dear CCTA Members and Friends,

Last evening several of our members attended the River Bend Town Council meeting to hear the consideration of adopting an ordnance prohibiting the possession of a "firearm or other deadly weapon, concealed or otherwise, at any town building and it appurtenant premises, as well as at any town recreational facility."

It should be obvious to anyone remotely familiar with the NC General Statute on the subject recently adopted that he language used is way too far reaching and exceeds the authority granted to localities by the General Statute which restricts the authority to impose this restriction by localities to playgrounds, athletic fields, athletic facilities, and pools.

At the "public hearing" (I put that into quotes, because the mayor allowed only 3 minutes per speaker and disallowed any expression of support or otherwise by the citizens assembled there to exercise their constitutional right of redress of grievances) 5 people spoke against the new ordinance including Lou Call and me. Two of the speakers pointed out that the ordinance was not consistent with State law. Lou and I addressed the fact that it restricts our God given rights acknowledged by our Constitution.

The only person to speak in favor of the ordnance was the Council member who proposed it, Council member Wolfer, who gave a song and dance about how he is in favor of an armed citizenry, but thinks that would be unsafe at athletic events.

Anyway, ostensibly to have time to consult with council about the apparent inconsistency with State law, the Council tabled the decision until a later date.

The petition I made at the public hearing is below:


River Bend Town Council-16 February 2012

Mr. Mayor, Council Members, Thank you for allowing me to speak. I speak on behalf of the Coastal Carolina Taxpayers Association.

I want to say something about the 2nd amendment that I think might surprise you.

The 2nd amendment to our Constitution does not grant us the right to defend our selves and our families.

The wise founders of our Constitution recognized our UNALIENABLE RIGHTS. These are those rights endowed by our Creator as recognized in the Declaration of Independence. "That to secure these rights (not to grant them, my words) governments are instituted among men, deriving their just powers from the consent of the governed.

To prepare themselves to draft the Constitution the Founders studied Natural Law as one of the foundations of the Constitution. Again recognizing that we have unalienable rights granted by nature and the Creator. They did not even try to enumerate all our inalienable rights, but they did enumerate some of them.


One of these inalienable rights they enumerated is the RIGHT TO LIFE!

The Founders enumerated and restricted the powers of the Federal government in our Constitution. The second amendment recognizes the right of citizens to keep and bear arms to protect their right to life. They said this right, given by our Creator or by nature, whichever you prefer, was not to be "infringed."


I don't know for the life of me, why we have to defer to lawyers and their "precedents" to interpret such a simple phrase. The America Heritage Dictionary (nice name) define "infringe" to mean to break or ignore the terms or obligations of an oath, agreement or law, or the like, or to disregard, violate.

In my opinion, you are here and now considering violating our God given right to defend our selves and our loved ones.

Well, you might say, only a little bit for a good reason. To which I would respond - Who do you think you would be disarming? Why, the law abiding citizens who have been checked by the State of North Carolina and granted a permit to carry concealed weapons. Do you think for a minute that criminals and gang members are going to suddenly become model citizens and obey your ordinance?

You know, no outside country has tried to invade the United States for a long time. It is acknowledged that what kept Japan from doing that in World War II was that the Japanese knew that our standing army of armed citizens would defeat any invading force.

It's time we draw the line in the sand. Too many of our freedoms and even our privacy is being lost. Did you notice, you didn't even have an Invocation for this meeting. The Founders are turning over in their graves!

To quote Benjamin Franklin: "He who gives up freedom for safety deserves neither."

Sun Journal Letter to the Editor: Havelock gun law opens way for armed criminals and unarmed citizens

Congratulations to the Havelock City Council! You have just made your city a more dangerous place, particularly in parks and recreation areas. I came to this conclusion after reading of the vote by the city council to require persons with Concealed Carry Permits (CCP) to lock up their weapons in their vehicles away from the recreation fields. As with all gun control laws, this regulation only puts restrictions on law-abiding citizens such as former or retired law enforcement officers and military veterans who served with distinction and amounts to an open invitation to criminals, who have no respect for the law, to victimize people in these public areas and to lunatics to go on a murderous rampage with little or no fear of armed opposition.

Havelock Board of Commissioners Deny Citizens their 2nd Amendment Rights:

 Last night, even though the State of North Carolina passed a law to allow Concealed Carry in parks (effective December 1, 2011), the Havelock Board of Commissioners voted 3-2 to enact an ordinace to deny citizens their right to Concealed Carry Firearms in Havelock Parks!  Please join me in thanking Commissioners George Liner and Daniel Walsh for voting to protect our rights.  And don't forget to let Mayor Jimmy Sanders and the other commissioners who voted for this ordinance, that we will act accordingly at election time!

HAVELOCK NEWS: Havelock board to vote on gun rules

PLEASE COME OUT TO THE MEETING TONIGHT AND SUPPORT YOUR 2nd AMENDMENT RIGHTS!

Havelock commissioners are expected to vote a second time on proposed new rules for weapons in city parks during their meeting Monday night.


The new regulations would allow those with proper concealed hand gun permits to bring those weapons into the parks, but the guns would not be permitted at athletic fields or inside the recreation center but instead would have to be locked in vehicles.

Last month, commissioners voted 3-2 to adopt the rules, but a super majority is required to change city regulations on a first reading. If the second reading produces a similar vote, the new rules would be implemented.

Note:  The state law allowing concealed carry in parks went into effect December 1, 2011.  Now will the Havelock board negate our rights? ~ Lynn

Sun Journal New Bern: Feedback sought on proposed Havelock U.S 70 bypass

With one highway project drawing the ire of Havelock residents already, the N.C. Department of Transportation is seeking input on another — the proposed U.S. 70 bypass. The DOT has scheduled a bypass meeting for Tuesday, Dec. 6, at the Havelock Tourist and Event Center. An informational session will run from 4:30 to 6:30 p.m. during which officials will be on hand to answer questions about the project and receive written comments. A more formal public hearing is scheduled for 7 p.m. Anyone wishing to speak at the public hearing must register during the informational session

Havelock appears on the verge of approving new rules concerning guns in city parks, but formal approval will have to wait until the next commissioners meeting.

The regulations would allow those with proper concealed weapons permits to bring guns to city parks and recreation areas, but those weapons must be kept locked in vehicles and are not permitted at athletic fields or inside the recreation center.

Under the old rules approved in 1995, weapons of any kind were prohibited completely in city parks and recreation areas.

Commissioners voted 3-2 to approve the new rules Monday, but a super majority is required to change city regulations on the first reading. A second reading and vote must be held before the new rules go into effect. That vote would likely come on Dec. 12.

The city looked at addressing changes to its gun rules after the General Assembly passed and Gov. Beverly Perdue signed a bill that allows those with proper permits to carry concealed weapons at all city recreation areas. The law, which takes effect Friday, does allow cities to adjust regulations to prohibit weapons in certain areas, but an outright ban of those with proper permits to carry concealed weapons is not permitted.

The emotional issue drew residents to the podium to speak publicly to commissioners on the issue, but only one supported the idea of limiting concealed weapons at athletic fields and in the recreation center.

George Lewis told commissioners he had been challenged to fights three times, had to tackle a man threatening a referee once, and had observed fist fights at the T-ball field, saying parents allowed to carry concealed weapons at fields could use them in the heat of the moment.


“When someone asked me why I carry a gun, it’s because I can’t carry a policeman,” resident Nancy Murdock told commissioners. “Unless you have a policeman at every event, you don’t have safety.” (Nancy is the Vice Chairman of Coastal Carolina Taxpayers Association.)

These four men trampled on the Constitutional 2nd Amendment rights of all Americans last night.

 

Dear CCTA members and friends,

First, a great big THANK YOU for all the loyal and patriotic citizens, all great Americans, who came out to fight against the Havelock local ordinance to restrict 2nd Amendment rights that the State of North Carolina intended to re-instate the day after tomorrow. CCTA was very well represented!

About five times as many people were present to oppose the proposed ordinance than were there to support it. Five speakers spoke in opposition to the proposed ordinance (Nancy did a great job of speaking for us) and only one speaker spoke in opposition. In spite of all that, the four men you see pictured above ignored their oaths to defend and support the US Constitution and voted to restrict our 2nd amendment rights!

I had a hard time believing it as I saw it unfold. Mayor Sanders ( on the left) did not vote, but certainly let the charge to adopt this unconstitutional ordinance. Commissioner Stuart (2nd from the left) said he had researched the subject, read from a Supreme Court ruling and then voted for the ordinance. Is he unable to read a sentence as simple as the 2nd Amendment and interpret it himself?   Note:  Commissioner Lewis, 3rd from the left, actually said it wasn't up to him to 'take up for the second amendment'.  Funny, I thought they took an oath to uphold and protect the Constitution of the United States!  ~Lynn

They even went so far as to have a long rambling presentation by the City Attorney who seemed to just stir in it and confuse the issue. A planned tactic I'm sure. The staff made a presentation based on "a webinar on this very subject." I just bet. And what liberal think tank did that come out of?

I also want to thank Commissioners Walsh and Liner for honoring their commitment to uphold and defend the Constitution. They tried valiantly to convince their fellow Commissioners to do likewise, but to no avail.

Because the proposed ordinance did not receive a "super majority" vote, it must come up for another vote on 12 Dec. This time it will take only a simple majority to pass the ordinance. We MUST try again to stop this ordinance from being adopted. MARK YOUR CALENDARS!

North Carolina Legislative Report November 18, 2011

U.S. Congress

1. Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2012 (H.R. 2112) - The $128 billion bill appropriates funds to the select agencies for the remainder of 2012. Conservative Republicans opposed the bill's price tag and other provisions. The funding averts a shutdown of the agencies cited, and has to be signed by midnight Nov 18, 2011. Since President Obama is in Indonesia, "a machine imprint of his signature" will be used. (The Wall Street Journal)

In an article on RedState.com, Daniel Horowitz wrote that the bill ". . . contains record levels of spending for Food Stamps, WIC, and international food aid. It also contains $2.3 billion for disaster spending , which is excluded from the budget caps. Further, the "bill has a provision which was inserted into the conference report to expand the role of Fannie Mae and Freddi Mac."


In the Senate, the vote on Nov 17, 2011 was 70 to 30 with Senator Burr voting against it and Senator Hagan voting for it.

The House also voted on Nov 17, 2011 to pass the bill in a vote of 298 to 121 with 14 not voting.

2. Government Contract Withholding Repeal Act (H.R. 674) - On Nov 10, 2011 the Senate voted to amend the Tax Code "to repeal a requirement that government agencies withhold 3 percent of payments to government contractors," and to "give tax credits to companies that hire unemployed veterans." (Megavote) In addition, the bill "Includes social security benefits that are excluded from gross income in the calculation of modified adjusted gross income for purposes of determining eligibility for the tax credit for coverage under a qualified health plan." (Bill Summary)

The Senate vote was 95 to 0 with 1 voting present and 4 not voting. Senator Burr voted for it and Senator Hagan did not vote.

On Nov 16, 2011 the House voted on the same bill and the vote was 422 to 0 with 11 not voting.  All NC Representatives voted for the bill.

House - Other Recent Votes

National Right-to-Carry Reciprocity Act of 2011 (H.R. 822) - The bill "Amends the federal criminal code to authorize a person who is carrying a government-issued photographic identification document and a valid permit to carry a concealed firearm in one state, and who is not prohibited from possessing, transporting, shipping, or receiving a firearm under federal law, to carry a concealed handgun (other than a machinegun or destructive device) in another state in accordance with the restrictions of that state." On Nov 16, 2011 the bill passed in a vote of 272 to 154 with 7 not voting.  NC Representatives voting for the bill: Renee Ellmers (R-2nd), Walter B. Jones (R-3rd), Virginia Foxx (R-5th), Howard Coble (R-6th), Mike McIntyre (D-7th), Larry Kissell (D-8th), Sue Myrick (R-9th), Patrick T. McHenry (R-10th), and Heath Shuler (D-11th).

Defense

1. In September the Obama Administration presented its plan to cut the deficit and identified $27 billion in cuts from the military healthcare program involving changes in TRICARE health and pharmacy benefits, along with changes in the retirement system, and other restructuring ideas. (Military Officer Association of America (MOAA))


2. Super Committee (Joint Select Committee on Deficit Reduction) - Their report is due on Nov 23, 2011 that will cut the budget deficit by a minimum of $1.2 trillion and if the committee cannot agree, automatic cuts of $1.2 trillion will take place in January 2013 (KICKING THE CAN DOWN THE ROAD AGAIN) affecting only Defense and Medicare. The Hill has reported that "Republicans are especially fearful" of cuts to defense. A Democrat aide said, "Members would prefer to live with a stalemate than an unbalanced deal that is surrender to the Republicans, and that attitude is reflected in the leadership."

3. Caring For Camp Lejeune Veterans (S 277) - Senator Burr has sponsored this bill which has two parts:

• It provides hospital care and health benefits to veterans and their families who were stationed at Camp Lejeune while there was a contaminated water problem.

• The bill also "Requires the DOD Secretary to merge and consolidate all commissary and exchange stores into a single system that, by not later than the end of FY2015, operates on a self-sufficient basis without the need for financial support through appropriated funds. Prohibits any DOD funds from being obligated or expended after FY2015 for commissary and exchange stores." (Bill Summary)

The bill has been placed on the Senate Legislative Calendar, but no date is identified for the vote.

For over 20 years lobbyists from the supermarkets and retail establishments have fought against the commissary and the exchange. (The Ft. Bragg Commissary advertises at the door that the commissary is the number one benefit to the military).


4. Cherry Point Marine Corps Air Station, Havelock, NC - May be downsized or closed. The Craven County Republican Women's Club has sent letters to Senator Burr and members of the Super Committee asking them to retain Cherry Point as its mission concerns fighter planes and it is essential for preparedness and readiness. NC General Assembly

1. The General Assembly will convene for a special session Nov 27- 29, 2011. Among the topics may be any vetoed bills such as Voter Photo ID, and other topics including NC's Racial Justice Act," among others. To override the governor's veto, the House requires 72 votes which means that four Democrats must vote with all Republicans to override a veto. The most likely may be:

2. Another bill receiving much attention is the "Cap Motor Fuel Excise Tax Rate" (House Bill 399). " "North Carolina now has the third-highest gas tax in the United States," according to a report in the Charlotte Business Journal. "North Carolina's tax of 35 cents a gallon ranks only behind Washington (37.5 cents) and California (35.7 cents)" for a gallon for gas. The nation's lowest rate is Georgia at 7.5 cents a gallon. (Charlotte Observer)

The General Assembly to date has not addressed the Democrat sponsored bill that automatically recalculates the gas tax every July 1 and Jan 1.

Representative John Blust (Guilford), one of the cosponsors of the bill, has provided the following Resolution:

"RESOLUTION OF THE NORTH CAROLINA REPUBLICAN PARTY

WHEREAS, North Carolina has a tax on gasoline of 35 cents per gallon, the third highest of any state in America, and


WHEREAS, the Democrats, when they controlled the North Carolina legislature, put in place a formula that enables the gas tax to rise automatically as the wholesale price of gasoline rises on the market without the legislature having to take a vote to raise the gas tax, so that legislators can escape accountability for gas tax increases, and


WHEREAS, these same scheming politicians also put a floor on the gasoline tax so that it cannot fall below a certain level if the wholesale price of gasoline declines, and

WHEREAS, Republicans took control of both the North Carolina House and the North Carolina Senate for the first time since reconstruction in the 2010 elections, due largely to the resources, time, efforts and other contributions of grassroots Republican activists across the state of North Carolina, and

WHEREAS, Republican candidates for the North Carolina House, North Carolina Senate, US House and US Senate campaigned on a similar theme that they would get runaway spending under control and put the state and nation on a sound fiscal footing without raising taxes, and this message of fiscal responsibility resonated with an electorate that believes it is taxed enough already in a very difficult economy, and

WHEREAS, the Obama administration and liberal Democrats in Congress, led by Speaker Nancy Pelosi and Senator Harry Reid, enacted a wasteful stimulus bill, claiming that spending billions of dollars more money on infrastructure and "shovel-ready projects" would turn the economy around and create millions of new jobs,


WHEREAS, the Obama stimulus and other irresponsible spending has actually choked economic growth, impeded job creation, retarded any economic recovery, and has been an all-around abject failure, and


WHEREAS, Obama, Reid and Pelosi have lately been demanding a second stimulus, again based upon the already failed argument that raising taxes and spending billions more on infrastructure will lead to economic growth and job creation, and

WHEREAS, the price of gasoline has risen considerably over the last two years as the anti-energy policies of the Obama Administration have taken hold, and

WHEREAS, North Carolina's gas tax already rose two cents per gallon under the automatic formula and is projected to raise another four cents a gallon on January 1, 2012 to 39 cents a gallon, which will make North Carolina's the second highest gas tax of any state in America, unless the Republican-controlled General Assembly acts before January 1, to stop the automatic increase, and

WHEREAS, some Republican House members filed House Bill 399 on March__, 2011 to cap the gas tax even before the first gas tax increase took effect on July 1, 2011, and

WHEREAS, House Bill 399 has not been allowed to come up for a vote or even get a committee hearing in the Republican controlled NC House, nor has the Republican-controlled NC Senate taken any action to stop the automatic gas tax increases, and


WHEREAS, in the past several yea[r]s, continuing up to the present time, the Democrats (1) have raided the state's Highway Fund to pay for their reckless spending on things other than roads and bridges, (2) have allowed waste, cronyism and even corruption to run rampant throughout state government but especially within the NCDOT, (3) have refused to allow any adjustment to the highway funding formula to dedicate current revenue from the gas tax to the most critically needed road and bridge projects, and (4) have instead, directed enormous sums of money toward lower-priority projects in the areas represented by their most powerful politicians or their contributors, and

WHEREAS, even on Wednesday, November 16, the Perdue administration told a legislative oversight committee that it intended to divert $5,000,000 of critically-needed highway funds to the Global Transpark,

WHEREAS, the unacceptable misuse, waste, cronyism and corruption in the area of transportation as set forth above has not yet been fixed - primarily because the current Democratic governor has not cooperated or provided any leadership in this effort, and

WHEREAS, the people of North Carolina are continuing to suffer in a down economy due to the counter-productive policies and actions of the Obama and the Perdue administrations, and tens of thousands remain unemployed or underemployed and simply cannot afford to pay more for a critically needed commodity every time they pull up to a gas pump to refuel, and


WHEREAS, the government of the state of North Carolina has no business asking economically struggling people to pony up more in gas taxes until it starts using the revenue from the already third highest gas tax in a much more responsible fashion, and


WHEREAS, we expect our Republican-led legislature live up to the promises of the last campaign and to take action to fix state government and be wise stewards of the taxes the state of North Carolina is taking from its hard-pressed people;

NOW, BE IT THEREFORE RESOLVED, that the North Carolina Republican Party, through its duly constituted and acting Executive Committee, do formally call upon the North Carolina General Assembly to act with alacrity to cap the gas tax in effect in the state of North Carolina to prevent another 11% increase in this tax from going into effect on January 1, 2012 and to take all actions possible to use the current revenue from the third-highest gas tax in the United States as efficiently and effectively as possible.

LOCAL

Craven County Board of Commissioners:

Regular Meetings: The Board of Commissioners holds regular meetings on the first and third Monday of each month. If a regular meeting day is a holiday on which County offices are closed, the meeting is held on the next business day or such succeeding day as may be specified. Regular meetings are held in the Craven County Commissioners Meeting Room at the Craven County Administration Building, New Bern, North Carolina. The meeting held on the first Monday convenes at 7:00 p.m. and allows the citizens to petition. The meeting held on the third Monday convenes at 8:30 a.m. and does not allow public comment.

Meeting November 7, 2011

Tax Releases and Refunds. Over $18,000 was refunded to citizens at this meeting. Close to $200,000 to date.

Sheriff Matters- Commissioner Jeff Taylor and a citizen named Susan Piller continued to press the Sheriff about allegations of poor training and fiscal control over the Sheriff's Office.

Present use Property Assessments & Voluntary Agricultural Districts. Tyker Gonzales attended a meeting the State conducted in New Bern for assessors and county employees from all over the State. She was told there that she is the only citizen other than government employees and contractors who has ever attended one of these meetings. She says she learned a lot. She can't be here tonight but will report her findings to us at a future meeting. The county Commissioners will consider adopting an ordinance to require a minimum of 10 acres to be eligible for a farm to be included in the Voluntary Agricultural District.

Voter ID Resolution-Legislative Request . We need you to call your Commissioner. Commissioner Dacey does not have the full support on this from fellow Commissioners that you would expect him to.

Convention Center- $150,000 for carpet. The Finance Officer says it came from the settlement with the builder, but I remember that legal fees took all of that settlement but $125,000. How did they get $150,000 out of $125,000?

DSS Crisis Intervention Program- Another $388,779 of tax money was thrown at this program. No Local or state tax money- ALL FEDERAL-That's ok with the Board.

Conduit Issuers of Tax Exempt Debt- A presentation on this subject on the agenda was skipped over. It may be "Tax Exempt" for the holder of these bonds, but I bet it is not "tax exempt" for the Taxpayer!

Craven County Board of Elections
No meeting schedule on their website. No minutes posted since Nov 2007.

Craven County Board of Education-The Board of Education holds two regularly scheduled meetings each month and special called meetings as needed. All meetings are open to the public. The Board Work Sessions are usually held at 8:30 a.m. the Tuesday prior to the Board of Education Meeting which is held at 6:00 p.m. the third Thursday of each month. The Work Session is an interactive meeting in which board members and staff discuss the current business and agree on proposals to be made at the official board meeting. Citizens interested in the details of the work of the school system are encouraged to attend this meeting.

The official Board of Education meeting is held at 6:00 p.m. on the third Thursday of each month. At that meeting there is a Public Participation section for citizen input, an Education Spotlight recognition section and a section for approval of discussed items. Meetings are held in the Board Room of the Administrative Building, 3600 Trent Road, New Bern, unless otherwise announced.

We will continue to explore the quality of education and the accurate portrayal of American history and the values of our nation's founders and adherence to the US Constitution related to instruction and books used in the curriculum.

We are also interested in the process of hiring a new Superintendent of Schools and what values he or she holds relative to the values we espouse for our children.

Next Meeting 28 Nov 11. All regularly scheduled meetings of the Havelock Board of Commissioners are held in the City Hall Auditorium, 1 Governmental Avenue, Havelock, NC and begin at 7:00 p.m.

We found that the Havelock Board of Commissioners abuse the "Consent Agenda" the same way the Craven County Board of Commissioners did before the present Board came into office.

The Commissioners are angry with NC DOT about the median splitting highway 70.

They did vote down several proposals to recklessly spend taxpayer money. Most will probably come up again. These are big-ticket items coming to more than a half million dollars.

New Bern Board of AldermenWe had a big flap with the Board of Alderman on their move to restrict the Constitutional right to petition the government for redress of grievances. The Mayor helped resolve the issue somewhat with us by agreeing that if we requested to be on the agenda we could have more time that the 4 minutes allowed to petition at the beginning of a meeting.

We also have some concerns with the "Advance Metering Infrastructure/Demand System."  It seems ok as it is being conducted on a volunteer basis but they obviously have the ability to make it mandatory and thereby regulate how much energy a customer is allowed.

REGIONAL ISSUES

Global Transpark- A colossal failure. Now actually less than 400 new jobs. Sold as providing 55,000.

Watch out for the Industrial Facilities and Pollution Control Financing Authority. Another way to get into a money spending situation for the taxpayer.

Military Growth Task Force (MGTF)- I Couldn't find a regular scheduled meeting open to the public.

East Carolina Council-Down East Rural Planning Organization ~ Board Meetings:  January 24, 2012; March 27, 2012; May 22, 2012; July 24, 2012; September 25, 2012; November 27, 2012--9:30 a.m., OMarks Building, 233 Middle Street, Second Floor Conference Room, New Bern, NC.  In big trouble without producing much. I'll be surprised if other scandals don't break on this one. Not fulfilling it's mission and the Treasurer left and the Chairman replaced.

Carteret Community Action, Inc. was established in 1965 as a private corporation with a public mission.
There are 15 Board positions available on the CCA Board. One third of the membership is composed of public officials or their representatives, one-third is composed of representatives of the poor, and the remainder represent business, industry, labor, religion, welfare, or other private groups and interests. One member of the Board of Directors represents the Head Start Policy Council. Directors may succeed themselves for a period not to exceed six year.  Huge numbers of taxpayer dollars for health agencies.

STATE ISSUES

Voter ID- Governor Purdue vetoed. Will be hard to override, but there is a plan in place called the Local Bill Option.

Norman Sanderson's Promises Made-Promises Kept! Rep. Sanderson attended our November 15th meeting and gave us and update on the NCGA special sessions and what is happening at the state level.

2nd Amendment and Havelock

Awhile back I took the class, paid by money, and had a background check by the sheriff of Craven County to obtain a concealed carry permit. As an American citizen I am happy to be exercising my Second Amendment rights guaranteed to me by the Constitution. As an older woman I feel more secure and in control of my life.

I am thoroughly surprised that Havelock, home of the 2nd Marine Corps Aircraft Wing, would attempt to make me a criminal if I should attend my grandson’s football or soccer game while carrying my revolver. It seems as if the arrogant mayor of Havelock doesn’t care too much for the Constitution and the Second Amendment, especially if it interferes with what he thinks is in the best interests of the populace. I know I am not alone in my outrage.

Making overbearing laws and regulations is in vogue at this time in history, and for too long good citizens have went along with the program. The problem is the criminal doesn’t give a hoot about Mayor Sanders’ laws. Someone intent on creating havoc at a football game will not let a petty law deter him. However, if I obey this law, then I may become a victim of a criminal and unable to defend myself or anyone else.

As Ben Franklin so succinctly said, “Those who would give up essential liberty to purchase a little temporary safety deserve neither liberty nor safety.”

The Second Amendment was created to protect the citizens, not from criminals, but from government officials willing to exercise their power to instigate tyranny. I urge all those who care about liberty to let the mayor and commissioners of Havelock know their feelings about this important issue.
