Immigration Bill Doesn't Secure the Border


Must Washington fix our broken southern border? You bet.

Will the comprehensive immigration reform bill help? You bet it won't.

The number one flaw of the bill is it starts by giving amnesty to the unlawfully present population in the United States. As soon as the bill passes, those in the country contrary to U.S. immigration law are granted status to stay.

Amnesty immediately creates an incentive for illegal border crossings and overstays. Thus, the bill's strategy would drive up the cost of securing the border. To make matters worse, the draft law states that anyone who was present in the U.S. before 2012 qualifiescreating massive opportunity for fraud, since there is no proof required that applicants have been here for several years.   While supporters of the bill trumpet its “border security” features, in reality, the law delivers nothing new—other than the promise of spending a lot more money and running up our debt.

The bill trashes fiscal discipline, exploiting “a loophole in the Budget Control Act (BCA) that allows Congress to spend more than allowed under the spending caps adopted in 2011.”

In other words, Washington is willing to draft a bounced check to justify an amnesty bill.

To counter these profound and rather robustly offered assertions, we, at BCN, offer whatever space that Candidate Ramsey and his supporters need to adequately refute these damning claims of Mr. Ramsey's disloyalty to the Conservative principles that guide real Republicans, or this last missive that suggests that Candidate Ramsey does not take his position in this citizen electorate. We, at BCN, are here to help all who wish to express all polite and representative expression of the intrinsic principals that make us who we really are.

At the Republican Men's Club in New Bern, Randy Ramsey, when asked if he hires illegals; said that he has four with green cards because they had skills that couldn't be found around here. I thought we had some of the best boat builders in the country here that need jobs.

I met one of his Mexicans at early voting in Newport. I asked her if she was there to work for a candidate since she was there four hours before early voting started. She said she was there to work for Randy. I then asked her if she worked for him and she said she was a 'private contractor'. I asked her if she worked at Jarrett Bay. She said that she worked in the office. I guess office work is one of those skills than couldn't be found here.

Could one of Randy's 'private contractors' maybe drive a bus between Havelock and Jarrett Bay that I've been hearing so much about?

I've talked to five of Randy's former employees. Maybe they never had the 'needed skills'.

AMNESTY ALERT: New Obama Amnesty rule gives 1 million illegals fast-track to legal status.

The Obama Administration has once again created a “backdoor” amnesty that will give illegal immigrants access to Fast-Track legal status while they stay inside our borders.

Under a new Department of Homeland Security rule, illegals will be able to obtain a “Provisional Unlawful Presence Waiver” that would allow illegal aliens with legal relatives (spouse, child, parent) in the U.S. to claim “extreme hardship” and thus file for the Amnesty Waiver without having to leave the country.

The end result is that under the rule illegal aliens who could otherwise be subject to a 3- or 10-year ban on re-entry into the U.S. can apply for their waiver while remaining in the United States and only have to leave the U.S. for as little as one week instead of months or years!

1 MILLION Illegals Expected To Gain Fast-Track Legal Status

The Los Angeles Times is reporting that an estimated 1 million illegals currently within our borders will be eligible to apply for a "Provisional" Amnesty Waiver, remain in our country pending review, and then gain permanent legal status after just a few days out of the country.

This is the latest example of our Liar-In-Chief talking a big game of border security and then implementing his radical, open borders, pro-illegal alien agenda through Executive Orders and administrative “Rule” changes.

Help Stop Obama’s Fast-Track Amnesty

This one rule change will put at least 1 million illegal aliens on the Fast-Track to legal status -- with virtually no “out of the country” requirement or penalties for the fact that they broke our laws and have been living in our country as fugitives.

Department of Homeland Security has opened up a formal comment period on this new rule change through June 1, 2012. Grassfire Nation is collecting petitions from citizens who oppose this new Amnesty Waiver and will deliver petitions to DHS prior to the comments deadline.

The Arizona Project Documentary

During July, 2011, a small group of people from North Carolina Tea Party groups travelled to Arizona to make a film about the illegal alien problem on our border with Mexico. Sheriff Larry Dever of Cochise County lead them on their investigation and showed them the territory.


The film crew was sponsored and led by Tea Party Patriots, Mark Hager of the Yadkin Valley Tea Party,Renee Griffith and Mike Prince, also coordinators went on this trip, and funded by donations from Tea Party Patriots and local Tea Party groups across North Carolina ― including and especially Moore Tea Citizens. Thanks go to everyone who donated to the project.

CONTACT NC GOVERNOR BEV PERDUE

***Illegal immigrants and their supporters are mounting an effort to convince Gov Perdue to veto H.36.***
H.36 passed the NC House and NC Senate this past Saturday, and although it did not go near as far as we would have liked, it is a "good start" to prevent illegal immigrants from getting new jobs in North Carolina. Our state unemployment rate is 9.7%, U-6 number is near 15%, so why should illegals be allowed to get jobs which belong to citizens?  We will work after H.36 is signed by the Governor and becomes law, to tighten it further.

I will be providing a more thorough review of the immigration enforcement legislation that passed the NC General Assembly and/or legislation that passed at least one Chamber, which keeps it alive for next session.

Mexico is Angry!

Three cheers for Arizona! The shoe is on the other foot and the Mexicans from the State of Sonora, Mexico, don't like it.


Can you believe the nerve of these people? It's almost funny.

The State of Sonora is angry at the influx of Mexicans into Mexico. Nine state legislators from the Mexican State of Sonora traveled to Tucson to complain about Arizona 's new employer crackdown on illegals from Mexico.

It seems that many Mexican illegals are returning to their hometowns and the officials in the Sonora state government are ticked off. A delegation of nine state legislators from Sonora was in Tucson on Tuesday to state that Arizona 's new Employer Sanctions Law will have a devastating effect on the Mexican state.

At a news conference, the legislators said that Sonora, - Arizona's southern neighbor, - made up of mostly small towns, - cannot handle the demand for housing, jobs and schools that it will face as Mexican workers return to their hometowns from the USA without jobs or money. The Arizona law, which took effect Jan. 1, punishes Arizona employers who knowingly hire individuals without valid legal documents to work in the United States.

Penalties include suspension of, or loss of, their business license. The Mexican legislators are angry because their own citizens are returning to their hometowns, placing a burden on THEIR state government.

"How can Arizona pass a law like this?", asked Mexican Rep Leticia Amparano-Gamez, who represents Nogales." There is not one person living in Sonora who does not have a friend or relative working in Arizona," she said, speaking in Spanish.

" Mexico is not prepared for this, for the tremendous problems it will face as more and more Mexicans working in Arizona and who were sending money to their families return to their home-towns in Sonora without jobs," she said. "We are one family, socially and economically," she said of the people of Sonora and Arizona . Wrong!

The United States is a sovereign nation, not a subsidiary of Mexico, and its taxpayers are not responsible for the welfare of Mexico's citizens.

It's time for the Mexican government, and its citizens, to stop feeding parasitically off the United States and to start taking care of its/their own needs.

Too bad that the other states within the USA don't pass a law just like that passed by Arizona . Maybe that's the answer, since our own Congress will do nothing!

One final issue. Polls show that over 80% of our population supports Arizona 's new laws. Certain businesses and states want to Boycott Arizona because of these new laws. I say, let them do so, but let's get that 80% who agree with Arizona to boycott those states and those businesses. Then we will see who wins this debate.

FBI Uncovers Largest Human-Trafficking Case in U.S. History

On September 2, a federal grand jury indicted six alleged smugglers in what the FBI has called the largest human-trafficking case in U.S. history. (Associated Press, September 2, 2010). In the indictment, the government alleges that the defendants, four of whom are employees of the Los Angeles-based labor recruiting firm, Global Horizons Manpower Inc., conspired and devised a scheme to obtain the labor of approximately 400 Thai nationals by enticing them to come to the United States through the H-2A agricultural guest worker program during 2004 and 2005 with false promises of lucrative jobs. (FBI Press Release, September 2, 2010).


According to the government, the defendants then charged the Thai workers high recruitment fees, which were financed by debts secured with the workers’ family property and homes. However, once the workers arrived in the U.S., the labor recruiters confiscated their passports and placed them on various farms throughout the country, where they were forced to work in substandard conditions. (Id.) Attorneys for some of the workers say that Global Horizons Manpower sent them to farms in more than a dozen states, including Hawaii, Washington, California, Colorado, Florida, Kentucky, Massachusetts, New York, Ohio, South Carolina, Tennessee, Texas and Utah. (USA Today, September 3, 2010).

FBI Special Agent Tom Simon described the actions of the recruiting firm as a “classic bait-and-switch.” (Herald Sun, September 3, 2010). “They were telling the Thai workers one thing to lure them here. Then when they got here, their passports were taken away, and they were held in forced servitude working in these farms.” (Id.) As further alleged in the indictment, “[t]he object of the conspiracy was to obtain cheap, compliant labor,” and that once the workers were “indebted by the defendants’ recruitment fees,” they were compelled to work as a result of economic coercion and threats of incarceration and deportation. (Id.)

Pew Report: Illegal Immigration Slows in 2009


The rate of illegal immigration to the U.S. has slowed in 2009 according to the latest Pew Hispanic Center report. The report, released on September 1, 2010, revealed that the annual inflow of unauthorized immigrants to the U.S. was nearly two-thirds smaller in the March 2007 to March 2009 period than it had been from March 2000 to March 2005. According to the Pew Hispanic Center, the annual inflow rate slowed by eight percent:

During the first half of the decade, an average of about 850,000 new unauthorized immigrants entered each year, increasing the unauthorized population from 8.4 million in 2000 to 11.1 million in 2005. Since then, the average inflow dropped to about 550,000 per year from March 2005 to March 2007 and declined further to an average of 300,000 per year for March 2007 to March 2009.

This reduced rate of inflow, says the Pew Hispanic Center, combined with increased enforcement efforts played a role in lowering the illegal alien population to what it estimates is now 11.1 million. But despite the overall drop in the illegal alien population, Pew still estimates that the illegal alien population in the United States grew 32 percent from 2000 to 2009. In fact, “nearly half of unauthorized immigrants living in the country in 2009—47%, or 5.2 million people—arrived in 2000 or later.”

Although Pew estimates that the illegal alien population has declined in 2009, Mexican nationals still constituted roughly the same portion of the illegal alien population, about 60 percent or 6.7 million. According to the Pew Hispanic Center report, “[t]he unauthorized population from Mexico grew steadily from 2001 to 2007, expanding from 4.8 million to 7 million during those years” and this number has since remained “stable.” Another 2.2 million illegal aliens living in the U.S. in 2009 were from other Latin American countries.

Significantly, as the U.S. economy has suffered through a severe recession, the Pew report also revealed that there were approximately 7.8 million illegal aliens in the U.S. labor force as of March 2009—a number representing 5.1 percent of the country’s total labor force. During 2009, illegal alien men had only a 10 percent unemployment rate, a rate lower than the 11 percent rate for U.S.-born workers and slightly lower than the 10.2 percent rate for legal immigrant workers.


FAIR Continues to Fight for Arizona

On September 2, 2010, 66 members of Congress—five Senators and 61 Representatives—filed an amicus brief in the Ninth Circuit Court of Appeals appealing Judge Susan Bolton’s decision in the U.S. Justice Department’s suit against the State of Arizona over SB 1070. The brief, which was drafted with the assistance of the Immigration Reform Law Institute (IRLI) and the American Center for Law and Justice (ACLJ), was the second amicus brief to be filed by members of Congress who support SB 1070. The first brief was filed on July 20, 2010 before Judge Bolton handed down her decision enjoining several key provisions of the Arizona law, largely adopting the arguments made by the U.S. Justice Department. (See FAIR’s Legislative Update, August 2, 2010).

Judge Bolton’s ruling is now on appeal before the Ninth Circuit Court of Appeals. The appellate brief argues that Judge Bolton erred in enjoining SB 1070 in two key ways. First, the brief argues that Judge Bolton relied on case-law that was rendered inapplicable by subsequent alien registration laws passed by Congress. The brief also argues that Judge Bolton misapplied the standard articulated by the U.S. Supreme Court for evaluating statutes of the nature presented in SB 1070. The Ninth Circuit is slated to hear oral arguments in the case in November.

Fiscal Relief through Immigration Enforcement

Want to hear an unexplored way to relieve American taxpayers, while reducing billions of dollars of public spending by cash-strapped states and localities? Enforce our immigration laws.


The state of Arizona is having to fight the Obama Administration as hard as it fights illegal aliens and the cartels that smuggle them into the United States. There’s no support whatsoever to help reduce illegals’ fiscal burden.

The Obama Justice Department has sued to block the state’s new, wildly popular S.B. 1070. The administration also has sued Arizona over its employment verification law. Obamaites have targeted Arizona Sheriff Joe Arpaio with trumped-up charges of mistreating criminal aliens—really just an intimidation tactic straight from the bowels of Chicago politics.

Yet, Arizona’s state and local government agencies, and of course state taxpayers, bear a tremendous cost burden on account of illegal immigration. Still, Obama’s immigration officials are more and more restricting the state and local police role in immigration enforcement, ever narrowing the list of illegals they consider “criminals,” and abusing exceptional-case powers to effect de facto amnesty.

In other words, the federal government—deliberately and systematically, under this administration—is doing nothing to ease the tremendous fiscal burden illegal alien impose on American citizens. In fact, the Obama Administration worsens the fiscal situation for Americans, in Arizona and elsewhere, by its pro-amnesty stance on one hand and its anti-enforcement position on the other hand.

Make no mistake. Immigration imposes significant costs on the native-born. These costs mount at the federal, state and local levels. They range from education to welfare to medical care to criminal justice and beyond. For almost one-third of the states, these costs are measured in the billions of dollars.

The latest study of illegal immigration’s costs comes from the Federation for American Immigration Reform. This report, titled “The Fiscal Burden of Illegal Immigration on United States Taxpayers,” tallies the burden to federal, state and local governments.

FAIR calculates that illegal immigration imposes annual costs of $113 billion on taxpayers. The federal share of this cost comes to $29 billion a year. States and localities each year shoulder more than $84 billion annually due to illegal immigration.

Native-born families each pay an average $1,117 to subsidize illegal aliens. The report notes that American families in states with larger illegal populations pay a higher amount for the services illegals impose.

State and local spending on illegal aliens is heaviest in California, the No. 1 immigrant destination. That state pays out nearly $28 billion each year to serve illegal aliens.

Outlays pay for education, healthcare (particularly Medicaid), criminal justice and welfare. Education accounts for the lion’s share of illegal immigration’s costs.

Arizona alone lays out $2.57 billion annually on the public costs imposed by illegals. The so-called jobs magnet may have more power, but it’s hard to escape the conclusion that the taxpayer subsidy magnet also weighs in aliens’ decision to break U.S. immigration laws.

Apologists for illegal aliens assert that illegals pay taxes here. Set aside the fact that illegals’ presence forces American families to pay an extra $1,117 on average to subsidize the illegals’ public costs. (In Arizona, families face more than $1,500 a year in extra taxes to cover illegals’ costs.) Not only the FAIR study, but any honest analysis shows that illegal aliens don’t nearly pay their fair share of taxes.

Federal taxes paid by illegal aliens amount to about $9.46 billion annually, FAIR reports. Illegals contribute just $3.96 billion a year to state and local coffers. That’s eclipsed several times over by the $84 billion illegals collect through state and local public services.

As a fiscal relief valve, immigration enforcement has proven effective. An August 16, 2006, fact sheet from the federal Immigration and Customs Enforcement bureau cites massive savings in just one of Arizona’s state agencies.

According to the ICE document, “In November, 2005, the Arizona Department of Corrections (ADC) began processing alien inmates at their Intake Center as part of the 287(g) program. By processing aliens who met the criteria for early release and turning them over to ICE for removal, the ADC has realized a cost savings of $2,985,655 and a savings of 53,135 bed days.”

The state corrections department in less than one year, with ICE’s cooperation, saved nearly $3 million simply by ridding the state and our nation of some criminal aliens. Yet, the Obama ICE agency has turned hostile toward the 287(g) program, toward state and local immigration enforcement help, toward the exercise of state and local prerogatives directed toward driving illegal aliens from their jurisdictions.

Americans could breathe a great sigh of tax relief if the Obama Administration would stop promising amnesty and start enforcing our immigration laws.

Whether one believes that states have the authority to control illegal immigration along their own borders or that this particular authority resides solely with Congress at the federal level granted by the Constitution, most American citizens would have no problem agreeing that the Obama Administration’s attempts to grant a blanket or backdoor amnesty by arbitrarily changing rules and procedures within the Immigration Service is just plain wrong. The executive branch is clearly without this kind of constitutional or congressional authority and yet, that is exactly what a new memo indicates may be happening soon.

Intent on reducing “the threat of removal” concerning “individuals present in the United States without authorization,” the Obama Administration’s Department of Homeland Security, U.S. Citizenship and Immigration Services (USCIS) division was discovered to have an internal memo circulating outlining certain procedures that could reduce the deportation of illegals using tools described in the memo as "a non-legislative version of amnesty."

The memo offered the options of granting amnesty for those fleeing natural disasters in their own countries; expanding the use of “parole” for “urgent humanitarian reasons” or “significant public benefit;” and increasing the use of “deferred action,” which involves the government choosing not to pursue illegal immigrants and allowing them to remain in the United States for any or no reason.

The document admits that using deferred action will be controversial and expensive; Congress’ permission for funds to implement the measure would have to be sought, something that’s sure to meet with resistance from citizens, and even some congressmen.

The Obama Administration cautioned that the 11-page memo does not yet represent official policy, and the USCIS denies any backdoor or stealth amnesty program: “To be clear, DHS (Department of Homeland Security) will not grant deferred action or humanitarian parole to the nation's entire illegal immigrant population,” CIS spokesmen Christopher Bentley said. The use of the adjective “entire” is duly noted, making Bentley’s pronouncement more frightening, not less.

Senator Charles Grassley, (R-Iowa), whose office uncovered the memo and made it public, believes the whole idea is “a large-scale, de facto amnesty program.”

This is another blatant and tyrannical attempt by the current administration to provide amnesty for millions and millions of illegal aliens. Stealth amnesty sends the wrong message to potentially new citizens -- in America, it is okay to break the law. There will be no ill consequences, only rewards, encouraging others to take the same route, be they honest immigrants or terrorists. This type of pseudo social justice or false charity is destructive to society as a whole because it is without justice, both in the arbitrarily way it is being achieved and administered that makes a mockery out of the current system, and in the consequences suffered by working legal citizens who must carry the additional financial burden.

Paramount to retaining our representational form of government is the necessity of vigilance in upholding the Constitution. Please express to your public servants the necessity of working diligently toward convincing the Administration to abandon this approach to the illegal immigration problem by sending them an email or letter.

Notes from the July 16th [2010] Governor Beverly Perdue’s Advisory Council on Hispanic / Latino Affairs

Concerned Citizens and Immigration Reformers,


Below is a brief of the first meeting of NC Governor Bev Perdue's Advisory Council on Hispanic/Latino Affairs, which appears to be setup in actuality to provide benefits to illegal immigrants and pander for votes. I think you will be disturbed with some of the details:

BACKGROUND INFO: The Hispanic/Latino population is estimated to be approximately 700,000 in North Carolina with one half or 350,000 of this group being illegal immigrants. The estimated total population of North Carolina is approximately 9.5 million. Therefore legal resident Hispanic/Latinos in North Carolina comprise less than 4% of the total population. So why do we need a special Governor’s Advisory Council for Hispanics/Latinos? We don’t have a Governor’s Advisory Council for unemployed citizens, which comprise 10% of the workforce. Is North Carolina Governor Beverly Perdue going to setup other race-based Advisory Councils?



Notes from the July 16th [2010] Governor Beverly Perdue’s Advisory Council on Hispanic / Latino Affairs

Ms. Gabriela Zabala is Director of the recently formed Governor’s Advisory Council on Hispanic/Latino Affairs. She mostly spoke during their first meeting in Raleigh on July 16th, which I attended along with Randy Dye, James, Maureen, and Frank.


This Advisory Council is to give advice to Governor Beverly Perdue on issues concerning the Hispanic/Latino community along with governmental policy recommendations.

Gabriela Zabala, Director of the Hispanic/Latino Advisory Council pointed out she was a senior member on Governor Beverly Perdue’s staff and appeared to brag about her access to Governor Perdue.

There are fifteen members on Governor Beverly Perdue’s Hispanic/Latino Advisory Council, one of whom is Wayne Cooper. Although Mr. Cooper is a citizen, he is an honorary consul of Mexico for North Carolina. It appears to be his only qualification for being on the Council. This member gives Mexico a “seat at the table” of an Advisory Council to provide policy recommendations to the Governor of North Carolina.

In addition to the fifteen members of the Governor’s Hispanic/Latino Advisory Council, there are ex officio members who mostly consist of the leadership of North Carolina’s major governmental departments such as Labor, Employment Security Commission, Department of Health and Human Services, Education, etc. So these state departmental staff personnel will be attending and presenting information to the Hispanic/Latino Advisory Council when they have meetings. Obviously this will give the Council “special access” to leadership within our North Carolina governmental departments. Also this Advisory Council will have the opportunity to lobby for privileges and benefits for illegal immigrants, but I expect only for Hispanic/Latino illegal immigrants, since this is an ethnic and race-based Advisory Council.

It was also stated that support staff for the Hispanic/Latino Advisory Council will be provided by the Governor’s Office.

It was mentioned that all Council members should abide by and obey all laws. Of course this is interesting, given several of the Advisory Council members have openly advocated for rights for illegal immigrants. So I can only suppose that obeying the law is open for interpretation.

Ms. Yvonne Pagan, another Advisory Council member, was quoted in the media as saying “in North Carolina we aren’t facing the same (immigration) problems as Arizona”. FACT: illegal immigration is costing the State of North Carolina over $1 billion per year [net cost] to incarcerate, educate, and medicate illegal immigrants and their dependents. I would suggest spending $1 billion per year of citizens’ money due to illegal immigration is a problem.

It was suggested that Credit Unions [specifics weren’t given] would be urged to provide funds to help Hispanics/Latinos open small businesses in categories such as landscaping, construction, and cleaning services.

With a smile on her face, Ms. Gabriela Zabala said she expected more money was coming to North Carolina from the Obama Administration for government services. She also said she would press for more Title 6 [Civil Rights Act] funds to provide interpreters.

ONE DOES NOT NEED CLAIRVOYANT POWERS TO DISCERN THE REAL PURPOSE OF GOVERNOR BEVERLY PERDUE’S ADVISORY COUNCIL ON HISPANIC/LATINO AFFAIRS. CITIZENS AND LEGAL RESIDENTS WOULD NOT NEED A SPECIAL ADVISORY COUNCIL TO ACQUIRE GOVERNMENTAL SERVICES, AND IF THEY DID IT SHOULD NOT BE BASED ON ETHNICITY AND RACE. THIS ADVISORY COUNCIL IS AN EFFORT TO CURRY FAVOR WITH AN ETHNIC GROUP WITH THE INTENTION TO PROVIDE SPECIAL BENEFITS AND PRIVILEGES (TO MORE THAN LIKELY INCLUDE BENEFITS TO ILLEGAL IMMIGRANTS) IN ORDER TO GAIN POLITICAL ADVANTAGE AND FUTURE VOTES.
